Official Leagues Unification @ New Age Starts
March 1st, 2026 — the beginning of the unified and upgraded Club Penguin Army League as a new and reformed outlet towards Club Penguin Armies.

Unification
In recent weeks, the Club Penguin Army League and Small Medium Army League engaged in multiple discussions and renovations, particularly following the conclusion of the co-hosted Army World Cup. The decision to initiate this unification process was made early this year, as both leagues intended to host separate tournaments in January. However, due to scheduling conflicts, they opted to co-host a single tournament that would evaluate the capabilities of both leagues, not only in organizing a well-structured event but also in working together effectively.
CPAL and SMAL shared similar goals and visions for fostering growth within the community, with SMAL being established specifically to support the development of small armies during a tumultuous period for leagues and armies. CPAL was reestablished amidst significant uncertainty in the army league landscape, a modest initiative led by one individual for several months, facing minimal prospects of making a lasting impact.
Both leagues emerged as a new opportunity for armies after years of a monotonous and repetitive environment that had divided the community, driven by a mission to bring the fresh air that the community had desperately needed for a long time.

The official administration of the unified Club Penguin Army League, bringing in the main team from the Small Medium Army League. As mentioned above, they’re key individuals to the foundation of the league, and for a major push on the development of small and medium armies, as all have heavy experience in.
This team is tasked with maintaining the foundation and growth of the army league and to further develop in securing a proper future not only for CPAL but for all armies and the community.

Mixed knowledge and experience from across the community, bringing in familiar faces of modern CPA, such as present-day leaders like Thunder, veterans like Pandor and TD999, proficient specialists like Bull Hour, and OG legends like Shad who will be joining us with CPAL to share his decades of experience.
The advisors of CPAL will work tirelessly to ensure proper counsel and direction for our path ahead.

Kyle, xdemon
Both experienced individuals in media and news-making, with significant expertise in quality writing and management. Kyle is known for holding many positions of interest in this field, most notably in Club Penguin Army organizations. Kyle has built a strong presence amongst the community, bringing intelligence with notable regard to columns and editorials. Xdemon, as well, has had significantly good feedback in previous posts he contributed to making for the community. He previously held the rank of editor within the league for a short period of time before stepping back due to personal reasons.
Kyle and xdemon have been tasked with overseeing all media procedures and contributing to making quality and standard posts and editorials for Club Penguin Army League.

Mato, Megs
CPAL takes moderation and activity within the league seriously, and no better to appoint than Mato and Megs/Megha.
Both individuals have had great experience in server management before in their respective armies, as well as having key charm and charismatic personalities that moderation within CPAL would need.

Guarantee quality and on-time rankings.
Zuj0t, Zekrome
The Top Tens is a department that is heavily focused on by CPAL, not only maintain adequate rankings but also to enforce rules for balanced, fair, and accurate statistics.
Zekrome has been in par with CPAL’s rankings for most of the league’s revival, having much experience with calculations and statistics within the league’s system. Zuj0t has also been SMAL’s Top Ten Head for a significant time, focusing a lot on S/M rankings and having expertise on that front, which will be significantly needed in the weekly Top Tens that CPAL will put out going forward.

Yellow Typer
CPAL has worked a lot with Yellow Typer before on Community Engagement, assisting significantly on the many things the league hosted such as the New Years Gathering event.
As he is part of the Board of Directors, the administration will work closely with Yellow on continuing to host many fun and engaging community events that CPAL will heavily focus on.

Antman, Bull Hour
Two absolute professional units when it comes to the integration of projects that span from the server to the website.
Antman has had years of expertise on tech and had contributed significantly to many independent entities, from armies to leagues. His role in further polishing and working on, for example, bot integrations or website activities helped make CPAL what it is today. Bull Hour was a heavy contributor to the renovations of the website, having much experience in coding and data, which he will further work heavily on within CPAL to help improve the league day by day.
Policies and Procedures
There remain several other sectors within CPAL that don’t really have a department, but are still being heavily invested in. Besides internal configuration, the administration has focused significantly on the external side of things, more importantly, on how we as administrators go about tackling all sorts of things that come our way.
Rules and regulations within the league are a hot topic for many, due to the reasons that there might be stuff that some find new or inapplicable with current standards. CP Army League does not focus on what other competitors within the landscape are doing when it comes to army policies for us to really follow, and this will never be the case. Our league policies are cautiously formulated based on individuals who have expertise when it comes to modern CPA, most importantly, our army leaders, whom we take guidance from, with an administration that has seen and lived through what many call the “general norm”.
Club Penguin Army League leans on what is needed to make this community in par with not only old practices but modern standards, for a socially and politically alive but also natural set of motions. For example, with fewer wars taking place, CPAL’s first instinct will not be to irrationally remove battle norms to push for more artificial and inauthentic wars to take place, such as removing the 1v1 rules. CPAL is all about foundational change more than surface change. The recent standards put are clearly not something that would sustain a well-established and healthy army community, thus not fit with what CP Army League considers correct policies and procedures. Therefore, this league will take on a new path that is in par with community stability.
Registration Policies
It feels out of place to really mention rules that have been part of leagues for several years, but it is important to make it clear. CP Army League requires an army to have a 5+ max event take place to file for registration in the league. The event’s validity for registration can be between 1 and 2 weeks at the very max.
Regardless if an army met the requirements to be counted as an active army, this does not mean they are automatically considered an active army within CP Army League. Our organisation does not force any army to register or be included in CPAL. Extended invitations to activities such as tournaments, or for example, the meetings we held in the first months with all army leaders remain invitations solely, and by no means are to be considered as the army is directly involved in CPAL. We hope this is clear going forward.
In the case of the Top Tens, all active armies [5+ max] are counted and included for legitimacy purposes and accuracy in rankings.
CPPS Regulations
Another subject would be CPPS policies on the Top Tens, which we will be fully transparent on going forward. With the growing involvement of CPPS in the daily life of armies once again, it is important to make it clear that any unfair CPPS usage, no matter how insignificant, will be taken care of.
| Rules for CPJ, NCP, etc.
- No events in the populated rooms (Welcome Room, Town, Iceberg, Cave Mine)
- Events must be carried out the same way as on CPAB (Penguins must be in uniform, formation and sending tactics to count towards the max moving forward)
- No events during a Community Event (any events scheduled or announced in-game/in-discord by the CPPS team themself)
In the case where a community event is announced because of your event, then you may either move to a new room, count the max you had before the announcement, or cancel the entire event - Events hosted during the first 12 hours of a party are invalid (Give the more active playerbase some time to enjoy the party before armies arrive to take advantage of it for their max)
| Rules for counting in CPJ, NCP, etc. events
- With all rules above in consideration, a rogue must be doing one of these activities to be counted:
- In uniform: For the case of broad uniform events such as ‘Wear red’ or ‘Wear any uniform’, then only the terms below will be considered.
- Sending tactic: Only sending an emote to count will no longer be applied; a rogue must send a word tactic.
- Joined the army: If a rogue ended up enlisting during said event, they will be counted.
For armies that have a good background with using CPJ legitimately, like the Rebel Penguin Federation, Aliens, Water Vikings, etc, these rules shouldn’t really affect your events. With all this considered, leniency with counting remains applied for events that do not use CPPS’ for unfair usage.
Army Council
Besides written rules, there remain unofficial rules CPAL holds to ensure the foundation remains intact. One of the important things we take seriously is the leader council.
There are 0 complications with the army council system in CPAL. There is no ‘Army Board’ set, the Army Council in CPAL stands as a one-way line between leaders and the administration. Direct guidance and calls to fix and change problems within the league are easy and rapid, with no need to wait days for a slight chance of a meeting that will go nowhere.
Meetings are easily accessible to the army leaders and votes are quickly placed for there to be a change that will better how armies operate and function.
As we have mentioned before;
Our league does not impose significant restrictions on the daily life of armies. CP Army League is not a “one league only” organisation, and does not intend to be such.
Limitations on things such as CPPS’ rogues, army board/council, and treaties agreed by all parties will not be regulated and/or restricted.
Insignificant or minor offenses subject to sanctions will see more leniency through a case-by-case process, whilst misconduct that threatens the security and safety of the community will see harsher sanctions.
CPAL Roadmap
With this unification officially integrated, CP Army League will now move into the plan and execution phase. Since the revival of CPAL in October 2025, the number one issue remained with the foundation and internal struggle, with little to no proper team. This all changes now.
The Club Penguin Army League of today is fully equipped with professional and expert individuals all across the community, and steady work will begin on the deep-rooted issues that have threatened the stability of the league. All departments will notice serious priority, though our biggest focus will remain on the media and moderation within CPAL, as we have a lot of plans when it comes to the two.
We at the administration will also work tirelessly with our team of developers to further innovate and push the boundaries of our organisation, of which the website has already seen significant change, as a lot have noticed and given great feedback on, with a lot more to work on that we have in store with the World Map as well.
In the upcoming months from March to May, the CP Army League will undergo significant foundational changes and internal growth, positioning us for substantial improvements and stability as we embark on the major projects that we are very ambitious and excited about. We have also officially partnered with the Club Penguin Army Judges, Club Penguin Army Battleground, and, of course, the Club Penguin Army World Map organisations for extensive work on these other sectors.
We would like to lastly thank all the individuals, veterans, armies, and, most importantly, the leaders who have had trust in CPAL since October. Since the revival, a total of 23 armies have applied for registration in the organisation, a number that we take pride in, being an extended hand for armies all across the community in times where trust in leagues has seriously declined. The amount of support we have seen from a lot of the great leaders of today has given us more reasons to continue on this project through the tragic beginnings, and we have also taken significant constructive criticism, which we have used to grow, improve, and rethink our strategy forward.
Club Penguin Army League now takes a big leap forward, as one big project to not only have a sustainable alternative for all armies, but also work on making Club Penguin Armies fun again.
