What Is Club Penguin Army League?

Club Penguin Army League (CP Army League or CPAL for short) is a community-led organization established for media coverage and to provide armies with an opportunity to operate in a safe and collective environment.

In October 2025, CPAL was reopened amid mass uncertainty in the army league landscape. A new opportunity is offered to armies for a transparent, lenient and (most importantly) fair administration. Our league strives to work closely with individuals across the community to bring about an official and optimal army hub. We pride ourselves on releasing fast news coverage, weekly army placements, and fun, creative, and competitive tournaments for all armies.

Our mission is to reshape the army landscape to how it was before, by embodying a league that acts as a preserver and not a regulator to control the daily life of armies. We believe in letting the community carve its path forward, as it originally was, promoting fair and equal opportunities, a safer environment, and pushing for creativity and innovation.

What We Offer

Hands Off Environment: Our league does not impose significant restrictions on the daily life of armies. CP Army League is not a “one league only” organisation, and does not intend to be such. Limitations on things such as CPPS’ rogues, army board/council, and treaties agreed by all parties will not be regulated or restricted. Insignificant or minor offenses subject to sanctions will see more leniency through a case-by-case process, whilst misconduct that threatens the security and safety of the community will see harsher sanctions.

Direct and Easy Change: There are no complications regarding improving the CP Army League through the direction of the community. Army leaders or individuals have free and easy access of suggesting and proposing changes to rules or new ideas for the community, which will be handed to the army council consisting of leaders all around to vote on it swiftly.

Media Coverage: We also strive to be a rapid and efficient new organisation, covering important events that take place around Club Penguin Armies, as well as offering creative and intriguing opinion and editorial pieces. Our league also works tirelessly in providing YouTube videos covering tournament battles, war invasions, and important events taking place.

Quality & Modern Standards: Ensuring progressive and quality standards is a priority in our league. Repetition and redundancy are one of the main subjects that CPAL plans to move past, to offer bright and new aspects to the components of army warfare, competitiveness, and involvement in the community..

Registration Policies

CP Army League requires an army to have a 5+ max event take place to file for registration in the league. The event’s validity for registration can be between 1 and 2 weeks at the very max.

Regardless if an army met the requirements to be counted as an active army, this does not mean they are automatically considered an active army within CP Army League. Our organisation does not force any army to register or be included in CPAL. Extended invitations to activities such as tournaments, or for example, the meetings we held in the first months with all army leaders remain invitations solely, and by no means are to be considered as the army is directly involved in CPAL. We hope this is clear going forward.

In the case of the Top Tens, all active armies [5+ max] are counted and included for legitimacy purposes and accuracy in rankings.

CPPS Regulations

| Rules for CPJ, NCP, etc.

  • No events in the populated rooms (Welcome Room, Town, Iceberg, Cave Mine)
  • Events must be carried out the same way as on CPAB (Penguins must be in uniform, formation and sending tactics to count towards the max moving forward)
  • No events during a Community Event (any events scheduled or announced in-game/in-discord by the CPPS team themself)
    In the case where a community event is announced because of your event, then you may either move to a new room, count the max you had before the announcement, or cancel the entire event
  • Events hosted during the first 12 hours of a party are invalid (Give the more active playerbase some time to enjoy the party before armies arrive to take advantage of it for their max)

| Rules for counting in CPJ, NCP, etc. events

  • With all rules above in consideration, a rogue must be doing one of these activities to be counted:
    • In uniform: For the case of broad uniform events such as ‘Wear red’ or ‘Wear any uniform’, then only the terms below will be considered.
    • Sending tactic: Only sending an emote to count will no longer be applied; a rogue must send a word tactic.
    • Joined the army: If a rogue ended up enlisting during said event, they will be counted.

For armies that have a good background with using CPJ legitimately, these rules shouldn’t really affect your events. With all this considered, leniency with counting remains applied for events that do not use CPPS’ for unfair usage.

Army Council

There are 0 complications with the army council system in CPAL. There is no ‘Army Board’ set, the Army Council in CPAL stands as a one-way line between leaders and the administration. Direct guidance and calls to fix and change problems within the league are easy and rapid, and we focus heavily on having clear communication and transparency regarding each step of the process.

Meetings are easily accessible to the army leaders, and votes are quickly placed for there to be a change that will better how armies operate and function.
